Actually, nor does the Bible, though everyone likes to say it does, because they don't read the full context. From Matthew 7 verses 1-5:
“Do not judge, or you too will be judged. For in the same way you judge others, you will be judged, and with the measure you use, it will be measured to you. Why do you look at the speck of sawdust in your brother’s eye and pay no attention to the plank in your own eye? How can you say to your brother, ‘Let me take the speck out of your eye,’ when all the time there is a plank in your own eye? You hypocrite, first take the plank out of your own eye, and then you will see clearly to remove the speck from your brother’s eye."
The above verses are about hypocrisy, and how we need to be free of it in order to judge accurately.
Also, John 7 verse 24:
"Do not judge by appearances, but judge with right judgment."
Proverbs 31 verse 9:
"Open your mouth, judge righteously, defend the rights of the poor and needy."
There are many other verses, but I'll spare you. The point is, taken in context, the Bible does encourage judgement, but only without hypocrisy, without making snap judgements on appearances, in defence of the poor and needy, etc, etc.
