Agreed, and for my money, Civil War is the best.

er and Civil War …he overarching theme emerges — both The Winter Soldier and Civil War are about Steve saving Bucky. (Those are also two of the best MCU films, by the way. I’m not saying there’s a correlation, but there might definitely be one.)
