As a UK citizen, I watch what is happening in the US from this side of the pond, truly incredulous. We had a school shooting in 1996. The immediate response from our government, fully supported by the public, was to tighten our already very strict gun laws. Result? No school shootings since, and mass shootings in general are extremely rare here.
I don't see how American culture could change overnight, but surely a gradual change over several years would be the way to go. Start by introducing federally mandated proper licencing and background checks for those who own guns, to be reviewed on a regular basis. That at least would be a start. Also, a ban on assault rifles (semi or fully automatic). No one needs those except the army, so it's insane these were ever available to the public in the first place.
If right-wing Americans want to go on believing the availability of guns has nothing to do with school shootings, I don't know what else to say. At that point, I'm past the point of rational discourse.
