Bear in mind this film was made in 1989, so advancements like CGI barely existed then. But at the same time, there would have been ways around it without actually submerging a rat.

My main point is that whilst rigorous protections should be in place now, censoring old films like The Abyss is pointless in that it doesn’t actually protect animals today.
