Exactly. Same with the PG certificate in the UK (or A, as it was until 1982).

…m left a large gap between G and R before introducing PG-13 in 1987. Before ’87 PG really meant it. PG never meant safe for kids; it meant parents should determine if what we were watching was appropriate.
