Here are the Fanfare submission guidelines. My suggestion is send one of your Shudder pieces to the email address he mentions, along with any other application detail he requires, then I daresay he'll add you as a writer during the first few days of July. Afterwards, you will be able to submit appropriate articles directly to Fanfare (just click on "add to publication" in your publishing menu, and Fanfare should be there on a list of publications to which you can submit).
