I agree one hundred percent. I refuse to work for anyone who isn't upfront about the salary, and I certainly won't jump through any assessment hoops without full knowledge of pay. If I enquire and get a response akin to the one you detail here, saying that is their company policy, I simply reply by telling them it is my policy to know the salary upfront and not play idiotic mind games.
