I agree with you. The most agonising years for Oscars are those when more than one film is equally deserving. Dances with Wolves and Goodfellas is a case in point (I'd have been tempted to give Dances with Wolves Best Picture and give Martin Scorsese Best Director, as a compromise), but there are several others throughout Oscar history. After all, how can you choose between High Noon and Singin' in the Rain? The Godfather Part II and Chinatown? Etc, etc.
