I can't possibly agree with that. He's a first-rate cackling villain in Return of the Jedi, and sometimes that's all you need, without an ocean of backstory. He belongs to the same tradition as The Wicked Witch of the West.

As for the prequels, they were a huge mess. Here's what I would have done with them.
