I think sometimes this confusion arises because there is an alternative PG rated cut of the film, in addition to the 18 rated version. I was raised on the PG version then saw the 18 version later on (and both had cinema releases - I saw a 35mm print of the PG version on a reissue growing up).

But even in the PG version, the tougher themes are present, in all fairness.
