I think The Empire Strikes Back wins for me too, but I don't put Rogue One higher than the other films in the original trilogy.

Rogue One is, I think, flawed by a meandering, needlessly complicated narrative in the first two acts, with definite signs of post-production tinkering (the character played by Forest Whitaker is a case in point - I got the feeling there was more to his subplot that wound up on the cutting room floor). All that said, none of it really matters when you get to the final forty-five minutes, which are absolutely barnstorming. I enjoyed Rogue One a great deal in a Dirty Dozen-in-space sort of way. :)
