I would classify The Third Man as a mystery thriller with film noir stylings. Definitely a thriller though. But thrillers come in all shapes and sizes, as you rightly point out - action thriller, mystery thriller, spy thriller, comedy thriller, sci-fi thriller, horror thriller, noir thriller, detective thriller, police thriller, erotic thriller... all very distinct, and often overlapping.
