I'm a lifelong Whovian (I started watching during Peter Davison, but my favourite was Tom Baker, who I saw on repeats or on videotapes). I very much enjoyed all post 2005 Doctor Who eras except Chibnall's era. I don't think this was down to Jodie Whitaker, but more the irritatingly preachy scripts and a clear lack of interest or understanding of science fiction. I think Chibnall is better off sticking to non-sci fi projects like the excellent Broadchurch.
So yes, bringing back Russell T Davies could be good, but like you I think it is a shame no one else appropriate could be found. Bringing back original talent is no guarantee of success in such matters. I do think Doctor Who has the potential to run and run given the essentially infinite nature of it's premise, but it can't be handled carelessly.
All that said, I'm cautiously optimistic, because in terms of great stories, I think Russell T Davies had the edge on Moffat's era (yes, a lot of those stories were written by Moffat, but whilst I enjoyed his era too, I think he worked better as a storyteller than as a showrunner, and his scripts were better under such conditions).
