It is. In the UK, for the most part, such concepts are greeted with bemusement. I'm not saying racism doesn't exist in the UK (one of my former colleagues here in the southwest experienced it horrendously, concerning the bullying of his teenage daughter in school), but the deep wounds from America's slave plantation past obviously aren't a festering sore in our culture, so it's a bit of a different discussion.
