It's a great speech, written by Welles. Incidentally, although this one wasn't, I love how some of cinema's greatest speeches are improvised. Rutger Hauer's monologue at the end of Blade Runner, for instance. Or Peter Sellers's phone conversation with the Russian Premier in Dr Strangelove.
