It's a John Ford non-western about the end of an era in a Welsh mining community. It isn't bad, but I certainly don't consider it a classic, especially when pitted against something as radical as Citizen Kane. If the Academy wanted to reward one of Ford's non-westerns, I'd have opted for The Grapes of Wrath the previous year.
