My take on that statement is it is true in Hollywood, but nowhere else. Independent US cinema, British cinema, and non-English language cinema remains as creative and vibrant as ever. But Hollywood today has never been more timid. Even a decade ago (the decade you refer to here) it was a lot better. :)
