Or it could be the fact that the screenplay makes heavy weather of something that should be simpler (possibly exacerbated by reshoots - the Forest Whitaker character particularly looks as though his role has been tinkered with).

All that said, the last 45 minutes are so damn brilliant that it hardly matters.
