Schindler's List is a great film by any objective metric, but best film of the 1990s is a very subjective argument I admit. It's probably between Schindler's List, Pulp Fiction, and Unforgiven for me, mostly for personal reasons. But The Shawshank Redemption would certainly make my top ten. :)
