The thing is, it isn't necessarily about whether I like characters, but whether I find them compelling, per your examples with Walter White (I agree with you) and The Penguin (I've not seen it). In the case of Bodies Bodies Bodies I didn't find them interesting, merely intensely irritating. In this case, I found them interesting and compelling, regardless of whether I liked them, if that makes sense.
