Personally, I don't think Burton intended this to be an American racism allegory. At least, not exclusively. I think it can be interpreted that way (as you have done) but I think the metaphor is broad and has multiple elements of applicability. I don't think it is exclusively a metaphor for any particularly reading, such as the one you make here.

But again, an interesting analysis. :)
