The worst Star Wars film, agreed. That said, I don't think the late introduction of the main villain is the biggest problem. Delaying the introduction of the main villain can work if the threat of his or her presence is felt by other characters, or they are discussed in hushed whispers, or the threat is clear and present, etc, etc.
