This is the most probable explanation.

Something nefarious was going on, and it was a warning honk that I gravely misunderstood. Perhaps an entire fleet of cars had been fixed with explosives and could not stop or slow down like in the 1994 film Speed. If that was the case, I sincerely apologize for the misunderstanding.
