This stems from 19th Century voting reforms, setting limits on the amount that can be spent on political campaigns (to avoid the corruption we experienced back in the 18th Century with elections in those days, with "Rotten Boroughs", and whatnot - well worth reading up on if you're interested in UK political history). :)
