Yes, the third act isn't quite as satisfying, though the denouement with the Anne Lively murder and how the villain fooled the pre-cogs is clever. Still - a terrific film overall, as you rightly point out.

I love the scene with the little spider things that infiltrate the apartment block when John is recovering after having his eyes replaced. :)
