You've still not really answered my question: Why is it "concerning"? You've said it doesn't mean he's a racist (or homophobe, or whatever), in which case, what is the problem? Perhaps he simply doesn't feel as confident as the other people you mention in telling such stories, in which case, surely that's fair enough. God knows, there are enough ways to get criticised as it is, without risking being called "virtue-signalling", "tokenistic", "appropriating" or the other knee-jerk accusations that get thrown around these days. Scorsese tells the stories he wants to tell, and good for him. Let's judge each one on its individual merits, not complain because he's yet to make a film about the love affair of a lesbian Mongolian basket weaver.
